It does have a few issues that fall under 'you get what you pay for'. The D-pad is particularly bad as it's very hard to NOT move diagonally. The cord is fine if you're sitting in front of a PC but will need to be extended if you're using it from a couch. The Start and Select buttons are soft and easy to bend which can cause them to stick and not depress.

Would I recommend it? Well that depends on if you're using it for games that require accurate 8-way controls but in short: yes.
