The module A New Beginning sets up an asymmetrical game, where players secretly manage their starting money and initial resources, setting their strategy into motion before the first turn even begins. Other modules introduce a total of sixteen new departments and four new donation tiles to the game. To challenge the most experienced players with new twists, the Departments & Donations Expansion includes three optional rules that can be added to the game, offering fresh gameplay variants to explore.

Players compete to grow their companies through shrewd investments in real estate, industry, and transportation. Through careful observation of their opponents' choices, players will find ways to take sole advantage of lucrative opportunities.
